Why is my Lumia showing a sad face and code 43 error while connecting to laptop?

lumia showing a sad face and code 43 error while connecting to laptop

i am posting this the second time as i didnt get any reply or solution for the first query that i made. my phone Lumia 820, was showing a sad face in a blue screen, and when i searched online for solutions, i found out doing hard reset would fix it, but unfortunately it didnt help me either. Now the "gears" shows up and again the sad face. When i try to connect it to the laptop or desktop, it says USB device not recognized...when i searched for more details in the device manager i found out "unknown USB device( device descriptor request failed).
So can someone please help me with this problem?

Yes my lumia 820 has the sad face, also my USB port is not working.
