No... Long press the back arrow and you will see the Apps still running. The OS will only start to close Apps after too many are in use and it needs memory. So the one used longest ago closes to make way fro the newest request.

You can scroll through the "cards" of open Apps for multitasking and close the unwanted ones by tapping the "x" in the upper right or swiping the card down and off the screen.
