Texting from Desktop with Lumia 950 and Continuum

Does the texting app accessible with continuum on the bigger display when the Lumia 950 is plugged into the dock?

Essentially I want to confirm that I can text from my desktop, laptop, or table when I plug the Lumia 950 into the dock.

So far you can only text from a Windows 10 PC through Cortana, which then sends the text from any Windows phone. I think Microsoft is still working on the Messaging app from the fall Windows 10 update and they will likely add texting via that app later. This likely won't require you to need the dock as Cortana can do that now without as well.

You're asking two different questions.
1- To run a phone app full screen via Continuum it needs to be a Universal App. So if the messaging app is universal and probably it is, you can use it while connected to a screen.
2- On your laptop or desktop you should wait for Microsoft to update the Messaging app on PC to send sms messages.
