I've seen the 950 XL getting a lot of heat for people not being able to connect to LTE. I experienced this myself months ago with my 640 XL Dual SIM LTE. I can also say I've had ZERO problems with AT&T LTE on my 950 XL.
A few tips:
1. Keep in mind you can only have data on one SIM at a time.
2. I don't care what anyone tells you, manually configure the apn yourself.
3. Make sure manual apn is enabled for whatever SIM you are using for data.
4. Once you've done all that, restart your phone.
5. AT&T takes a while to flip to LTE, I've had it take anywhere from 30 minutes to overnight. Be patient, once it does it the first time, it will do it quicker in the future.
