Lumia 950 When I take a picture and view it seems like a 2 sec video or a gif

Is there anyway I can use it like a gif or that is just used for image stabilization?

Maybe you have Living Images turned on? And yes, i believe that this feature is coming soon to WM10. Basicly you'll be able to share gif-like photos on social media.

Thanks for the reply but is there anyway to actually share the picture as a gif right after taking the picture? I see an option to share as a video or a regular picture.

Yes, yo can. click the share icon then you'll have the option to share as video, then share it on Instagram using app called 6tag or to vine, as well as third party twitter app as twitter moments.
