Unable to receive any updates at all

Bought 950xl through ms. Unlocked Dual Sim here in US...am with T mobile. I have not been able to get the 29 update or the 36 update...have tried update feature on phone...it checks and says up to date...cannot get through insider program either...do I have to do a reset and start all over again or is there a fix coming...of I do a reset do I have to do that every time to get an update or will it fix the issue
