I was experiencing the exact same issue and the solution is simple:
1) Go to the Store
2) Download Windows Insider
3) Open app, follow any messaging and select one of the options for you. I selected Insider Fast
4) Let it install
Issue resolved.
In case you are not aware, Windows Insider allows you to get OS updates quicker. This does may mean the updates may have "bugs" in them and it may have some issues.The purpose of the program is basically User Acceptance Testing (UAT) before the release.
I know from participating in the PC, Desktop and Laptop, Windows 10 Insider Program I had a few "bug" issues around release. The "bug" I encountered was start button not working and not being able to the see the program menu. Being a part of the insider program will mean the rate you get updates will be faster then the public. This can be an issue if you do not like getting updates. The upside, you potentially can get fixes quicker and feedback into the program thereby helping to shape future releases.
