950 XL stuck in booting loop, how can I reset it?

950 XL stuck in booting loop

I went to unlock my phone and it crashed after hitting the unlock key. Now it continuously reboots only making it to the windows icon before it crashes and tries to reboot again. I can't find anything on hard resetting without getting to the settings. I can get to the lightning bolt and cog gear screen but that about it. Is there a way to reset it from there? Any help is appreciated.

To perform the Hard Reset, "Power off the phone > hold Volume Down > press Power > keep holding Volume Down until you see the exclamation (!) screen, then immediately release the Volume Down. Now tap Volume Up / Volume Down / Power / Volume Down. You should see the spinning gears and your phone will reflash the last OS version held in recovery.
