My Lumia 925 was stolen without a sim card in it. The screen was cracked and the phone inoperable. My concern is that the phone screen gets repaired and a new sim is placed in the phone, will that person have access to my Microsoft account or will the phone ask for log in credentials?

If the phone does not have a password or PIN, they will have access to your account. I don't know if you can prompt the phone remotely via the cloud through your MS account.
