Live tiles on my W10 950XL, will not work..?

live tiles on my W10 950XL will not work....

I can not open my apps either from my directory or my live tiles....few work but most do not...have rebooted several times....can not open settings to do a hard reboot....frustrated....I have a iPhone 6s that is idle since I used the dual sim feature on the 950xl ...ready to dump the XL and just use apple.

Most odd. You can do a hard reboot from the buttons and that appears the only path ahead.

While your phone is completely shut off, hold down both the power button and the volume down button. (if your phone turns on, you need to repeat this process). This combo should be held for approximately 10 to 15 seconds until a vibration is felt.
After the vibration is felt, release the power button and keep holding the volume down button. You should now see an exclamation mark on your screen.
Now press the following key combinations: Volume up, Volume Down, Power Button, Volume Down.
Your phone will now reset itself to factory defaults.
