Odd Result with ##7820# on 950 XL

I was playing around with various settings on my 950 XL and stumbled across something I did not expect. When I enter the ##7820# code I see the locked padlock symbol which is supposed to indicate the phone is locked. Then if I enter it a second time, I see an unlocked padlock. indicating it is unlocked. I picked the phone up from a Microsoft store, and it has an AT&T SIM.

Is that typical behavior for factory unlocked phones?

Weird, I just checked mine (I have the same setup you do), and had the exact same results.
I tried it a couple more times though, closed the phone app, but regardless, once it shows "unlocked", that seems to "stick".
I didn't try a reboot, I bet that would restart the locked->unlocked cycle again. I bet this is a bug, the first query fails for some reason.

Thanks mggm100, that pretty much seals it then, it's gotta' be an OS bug, the first query isn't correct, subsequent ones are; my guess is they're supposed to initiate a carrier check first, and aren't, but who knows...
I can file/feedback, and people can upvote it?
