Why doesn't my Windows device recovery tool install?

Windows Device Recovery Tool doesn't install

I downgraded my Lumia 630 a couple of time using Windows Device Recovery Tool.After I disintalled it now I'm not able anymore to install it again because it keeps stopping the installation and gives me "error 0x80072ee7".sometimes it is "error 0x80072eef".How can I fix this???

There are all connection iussue. Check your internet and make a ad-aware scan then retry day after day

What do you mean connection issues?? my internet is fine.It always stops the installation when it tries to install "Win Usb Coinstallers".I've tried to disinstall all the previous drivers I had.but nothing to do...here is a screenshot.
