Why am i not able to enable wifi and mobile hotspot?

After i updated my nokia lumia 635( 512 Mb Variant), win10(Fast Ring) to build 10580.456, im unable to enable my WiFi. Is there a fix other than Hard resetting my phone?

soft reset didn't work?
