Samsung Ativ SE problems

I'm sorry , it's a Samsung ATIV SE 16gb Verizon
operating system is windows 8
my sim card works perfectly in Germany , but every time I turn off the phone , the date and time no longer is the right ohne ( 07.20.2013 / 4 : 20 ) there are many Apps they don't work fine.
How do I get Windows 8.1 ? have no idea how that is ? I find myself in Germany
The Phone tels me it is the right Version

go to settings > update > check for updates - but I'm not sure if 8.1 is available for your device
You could also do a factory reset so the issues are removed

Thank you but the factory reset doesn't works.
I have a chance to run to get windows 8.1 without Verizone ?

If you could Developer Unlock the device, there are 8.0 registry editors that you could use to make it seem like it was a Verizon device, therefore enabling the upgrade to 8.1. Unfortunately, now that 8.0 Developer Registration has been terminated (specifically because of this vulnerability, presumably), I'm unaware of any way to sideload an XAP to an Ativ SE that's running 8.0.
