- It is cheaper on Amazon because that version is the international version and comes with no warranty. If you want to take a gamble and have no warranty then go right ahead. I bought mine directly from Microsoft Store and mine had problems with static output on the 3.5mm jack so I sent it back for RMA replacement. - International has other implications too.
I had a discussion with another member the other day, and we discovered that the international version is essentially "illegal" in most states in the US, given that it doesn't implement a UEFI value for preventing remote reset.
They also doesn't have this feature, which is maybe interesting to some, but more interesting is that most states now require it, if the phone supports remote-erase.
I'd try eBay if I were you, see if you can find an dual-SIM non-international variety (you probably don't want the AT&T version either, it's stuck on the old firmware, until if/when AT&T decides to update it).

- If you don't mind used, B&H has used 950 and XL for $399 each. That's where I got my white Dual Sim 950XL. Works great for the last 3 months I've had it!

It has the correct spectrum/frequency support, which I explicitly tested for, on 12. Really it has support for almost any carrier in the US, except Verizon, and probably most overseas couriers too, it's got a really wide-range built-in.
I got close to 50mbps, in this test, using ONLY 12.
VoLTE isn't a factor in any of this, it's a way to enable voice/text, over a pure LTE data stream. No US carriers support this for the 950XL, currently, they only support branded Windows phones, unfortunately (for now, hopefully this will change).
Edit: I see why the VoLTE statement figures in, and *maybe* it's a factor, but I'm suspicious. This site isn't a T-Mobile one, and I don't know how much of this data is verified?
Anyway, while I got screaming fast data on band 12, with my 950XL, I don't know if I tried voice (not LTE obviously) when I was experimenting. So, maybe, possibly, it's a factor, if T-Mobile ONLY allows data (the VoLTE part) on 12.

Anyway, if this is right, then voice on Band12 won't be possible on T-Mobile, which is a pretty bum deal, since that's where almost all their expansion is, and it seems where it's planned as well.
Currently, T-Mobile isn't allowing VoLTE on any non-branded Windows phones, in the US. Hence, they are effectively "locking out" any devices that implement the band, where people want to BYOD.
They're becoming reasonably friendly to non-branded devices for Android, but apparently Windows just gets ditched.
That said, fatclue_98 I apologize, I see now why the LTE IS a factor, if an odd one. And I also see why I won't be switching back to T-Mobile anytime soon, given this policy/implementation.
How bizarre, I really didn't expect to figure this out tonight, digging around.

I am in India, my carrier supports VoLTE for all phones, but my 950XL DS does not support VoLTE. None of the Dual Sim variants have VoLTE enabled at all. Some Single sim carrier branded variants have VoLTE enabled (EE UK), which can be used with any carrier supporting VoLTE openly.

VoLTE is not a personal make or break for me, even though it is nice. I have a Nextbit Robin that has it, but no Wifi calling. I thought that it was a deal breaker for me, but it really isn't one. Are you saying VoLTE is an issue because E911 isn't registered for LTE voice, so the carriers are unable to enable the feature, without being non-compliant?
Data is okay, but if they allowed calling (VoLTE in this case), E911 isn't properly set up, so they'd be in violation?
