I could not download or install any thing from my Lumia 520 because to sign in with microsoft account is required... but when i try to sign in this error "0*fffffe70" occurs... what does it mean?

is your account working? the account you're using to sign in?
And check your time, timezone, region and date settings

Check if your phone got correct time zone and date. If not, reboot your phone holdin vol down + power 15 secs and retry
