Cannot back up HTC One M8

For months I had to deal with being unable to backup my phone due to the backup getting stuck at 99%. But last month it finally starting working again. But now when I try to back up my phone I receive the following error "We can't connect on OneDrive to back up. Update your phone and try again." Of course we can not back up our phones because no updates are available. So I guess this means I will never be able to back up my phone. Do I blame Microsoft or HTC? I purchased this phone because HTC had said we would get the Windows 10 update :unhappy:
