Update Not Working

I am unable to update my phone. It just hangs at 0 or 1% until I finally get a message that the update could not be downloaded. I'm not sure if my Wi-Fi is the problem but it might be. It tells me the download should be done over Wi-Fi and my home internet is REALLY bad, the best I can get is 1.5mbs but I typically get around 1.1mbs. I don't mind downloading the update using data as I have unlimited data, but it does not seem to be letting me do that either. Any suggestions as to why I am unable to update or how I can force it to do so over data instead of Wi-Fi?
