Problem buying apps from Store

Hi all,

Does anyone else get error when trying to purchase an app from store?
I keep getting this error saying that payment can't be done, the this is I'm using same paypal account as in my Windows Phone and I can buy from Windows Phone.

I've experienced this already. The Store just was down at the time. I've usually waited about a day, and then it worked.
