DirectX Question

Forgive my ignorance on the matter(and if this has already been asked/answered) as I have not been following console information in quite some time. The last console I owned was a PS2, however, I just bought an Xbox One 2 weeks ago.

Basically I'm wondering with the Windows 10 update due for XBox one, does that bring DirectX 12?

If so, does this bring any benefits over the PS4?

From memory, it does bring DirectX 12, but its more improvement for developers - making it easier to use certain functions etc and we shouldn't expect big jumps in graphical quality or frame rates or anything - don't quote me though it's a while since I read that article.
