htc 8s no settings after 8.1 developer upgrade

after upgrading my HTC 8s, I cannot see any Settings menu. unable to change brightness, or even log out of Yahoo or Hotmail or Mails...

Hi,

I tried hard reset on the HTC 8s, but it just keeps booting into the 8.1 everytime - I tried hard reset about 5 times just in case to make sure button sequence was correct.

Note :
I was not able to see "settings" since the first time reboot of the 8.1 developers forum upgrade. It did auto-upgrade atleast once, again, but still no settings. After that, I had fiddled around to opt out of the developers forum and then opt-in. Now it has stopped "updating system" from the developer forum
