Nokia Lumia 521 won't make calls

My brand new Nokia Lumia 521 will not allow me to make calls. It says "can't complete the call. Check your cellular signal and the phone number and try again." though I have 5 bars, connected to wifi, and I know for sure that the phone number is right. Help please?

Go to settings as you will have options to pick a network. 9/10 the phone starts with a random network. (happened to me) let me know the outcome
