Cortana not showing up on my phone (Outside US)

I live outside the USA, so I have tried changing my region to USA, language to English USA, the keyboard to English USA, downloaded the preview for developers app, updated my Nokia Lumia 920 to the latest software 8.1, restarted the phone, and still Cortana is not showing up on my phone. am i the only one having this kind of problem? did i miss a step?

Do one thing go to bing and type Cortana ... you'll get cortana settings in suggestion and from there you can switch on Cortana ....In case you're missing something you need to be have installed it will also show up there

Plus when you select each settings you will need to download the extra setting. Like when you pick American language your phone will download it. Sometimes it may not tell you and will take a few minutes. Plus if you select American English for keyboard make sure its ABOVE the English keyboard otherwise it wont be set. Let me know how it goes
