How do I fix bricked Lumia 925?

I cant open my Lumia 925.
I'm pretty sure it failed to update to the windows 8.1
I left it to update at night the WiFi probably got cut off.
Now all i see is the Nokia and the StarHub screen in the beginning and thats all.
and it keeps restarting, it had restarted over 30 times in the past 15 minutes.
What should i do?

Just try a hard reset before you use the recovery tool.
1. Power off the phone.
2. Hold down the power key until the phone vibrates then release.
3. Then hold the volume down toggle until you see the "!" and release.
4. In sequence:
Press and release volume up
Press and release volume down
Press and release power
Finally press and release volume down
Phone should reboot in a few mins. Bypass the setup and restore then try update again.
