Message can't send error

One of my friend bought a new Lumia 625. Everything is fine except messaging. He is not able to send any message and no messages are reaching to his phone. Because of this, he is cannot even register his WhatsApp account. HELP!

I would suggest going through the carrier activation steps once more and possibly restore the phone afterwards.

He must have changed the SMS centre number in settings. Switch the sim over to anther phone and note down the same if is not the same as what used to be in the phone in question. And when you put back the sim into the first phone again, enter the noted number in the SMS centre no field.
Hope this works. Did try this years back with feature phones. So I'm not entirely sure if it will fix it.
