Why are apps can't be downloaded through my phone?

It is showned that I have to consider 'my family setup' first. Until now, my nokia lumia 620 don't have ANY applications. It's lonely using it

I might not be right, but this is the most likely solution:

Go make a new shell MS account to serve as your parent, make that account call you their child using the My Family feature.
Accept things, adjust settings to taste.

Just make another MS account and remember to set your year of birth as 1990 or below. And use the new account for the 'family setup'

OR

You can do hard reset your phone and sign in with new MS account. But I don't recommend this.

I recommend doing this. I'm using a clone account as parent and everything is fine.
