When will Windows Phone 8.1 be available for the Samsung Ativ S Neo on Sprint?

Sprint promised the 8.1 roll out by end of summer, 2014; well, it is now November 6, 2014 and there has been no roll out for Samsung Ativ S Neo. I bought this phone for two reasons: it has a replaceable battery, and Windows updates had a reputation for being available on a regular basis, unlike Android. Now I read on this site that update patch 2 is already available, and yet Ativ S Neo owners have yet to get the original 8.1 release. The responsibility for this is constantly passed around buck-wise between Sprint, Samsung, and Windows. NOTHING has happened. Please clarify!!

I believe I read on this forum that the update had been delayed until early December. Hopefully others can substantiate this or give you better info.

If Msft pushed it out to Samsung, that's all they can do... Then Uncle Sammy needs to hand it to Sprint... Then who knows where they misplace it???
