Why did my sd card failed to sync apps with my phone?

why my sd card failed to sync apps with phone and internet sharing is not working?

phone: lumia 530 dual sim
os: windows8.1(latest version)
sd card: samsung 16GB class 10

After resetting my lumia phone the apps downloaded to sd card are not syncing with phone. it is saying that sd card has apps downloaded from another phone, please format sd card to download apps to sd card. why I am facing this problem.

when I bought newly internet sharing is working but now it is not working. when my sharing is ON its says "internet sharing is not working currently." I have tried everything by searching on the forums. downloaded the access point but it is not responding at all. to update access point, downloaded lumia pusher but it can't show the update. another two three tips also followed but nothing worked. Also hard resetted my phone its not working. then I came to know that the former problem.

For SD card, when you install any app for phone install Adobe of the files on your OS, you'll notice that when you take your SD card out, you'll see the apps but you can't open them.
That's what I know, maybe it's not right.
Internet sharing, maybe your carrier prevented that
