Why am I getting an Error when I try Ejecting Windows Phone?

Error when "ejecting" Windows Phone

Before unplugging USB devices, I always try to use the built-in Windows feature "Safely Remove Hardware and Eject Media" feature. It's activated in the bottom right-hand corner.

But when I try to "Eject" the Windows Phone, I get the error: "Windows can't stop your 'Nokia Lumia 521' device because a program is still using it. Close any programs that might be using the device, and then try again later."

The trouble is, I'm not accessing the phone, not running any sync routines, not opening it in the File Explorer...

Is it OK to just unplug the phone?

You may need to start Windows task manager and look for the utility that's accessing the phones memory.
It might antivirus software trying run a scan.

Thanks for the reply. I'm not running any antivirus (other than Windows 8.1's built in Defender). I tested this on both a 521 and my new 830 and get the same issue.

I usually just look thru the process and services tabs to look for anything that might be looking at mobile devices.

This is probably a service that is interfering with disconnecting portable drives.
