Mobile Data toggle not available

Yesterday my 620 received the Denim update and I updated it successfully.

I found that Mobile Data and Battery Saver toggles were now in notifications+actions.


BUT

My 730, which is already on Denim since it was born, has no Mobile Data and Battery Saver toggles.

I compared the OS version, they were different.

I have never signed up for DP

Did you check for updates on your 730, most probably your 730 has a lower build then the 620. If it is higher then I would suggest using the lumia recovery tool to reflash it.

I was missing options on my 920 and after reflashing I had them.

730 never received any update till date

There was a minor update released after 8.1 Update was released which enabled those toggles.

Your 730 does not have this minor update, (while your 620 received a more recent build) but you can enroll in the Preview for Developers to bring it up-to-date.
