Battery saver background tasks

Hi, I just have a quick question about the battery saver app. I have turned off the switch that says 'allow app to run in the background' for internet explorer, but it is still showing that the app is using power by running in the background. Is this normal? Is there any way I can disable it from running in the background completely?

even in my phone its shows that internet explorer is using background power.its a small amount less than 1%...i guess its some how related to cortana(im not sure just guessing as cortana uses bing)
