Sims Freeplay: how do I transfer my data to another device?

I'm currently switching from a Windows phone to another device. I tried to download info from the Cloud on a new device but when I logged into facebook, it said there was no data to download. I don't think that my Cloud is connected to facebook, just the Games Hub. How do I connect it to Facebook?
