Is Anyone Who is NOT Using Intel Graphics Having This Problem w/Taskbar Icons?

I have a problem that I've duplicated on 4 machines, both upgrades and clean install but they all run Intel graphics. I'm just curious to know if anyone else is seeing this or if it's at all related to Intel Graphics drivers.

1) Move your mouse cursor over any icon in the task list at the far right side of the taskbar EXCEPT for the action center or keyboard. For example, the Network Connection icon, the volume icon, OneDrive, etc. For each icon, note that the tooltip that is displayed shows up on the screen above the position of your mouse pointer.

2) Now do the same for the Keyboard or Action Center icons. In my case the tooltip shows up directly under my mouse pointer.

3) While the tooltip is still displayed, click on the icon.

In my case, I am finding that if I click on either Action Center or the Keyboard icon while the tooltip is still displayed it does nothing. In other words, the keyboard or the action center is not displayed. To work around this I have to either wait for the tooltip to disappear or I have to click twice. The first click clears the tooltip, then the second click brings up the action center or the keyboard.

Let me know what your results are especially if running something other than Intel graphics.
 
I have a laptop with Intel integrated graphics, HD 4400. I am not experiencing issues on that one.

There's also the Desktop that won't be upgraded for a few weeks yet, because the AMD drivers are kind of wonky still. Won't be able to report on that for a while.
