Why won't the drop down menus work?

I've recently downloaded Windows 10 and as soon as I did it started bugging out. Drop-down menus will not work anywhere. The resizing of windows will not work. And my screen keeps flickering and the mouse pointer always has a flashing loading circle around it even though nothing is happening. I could either resest my computer or go back to Windows 8 but either way I will lose many of my downloads which I do not want to do. Can anyone help?

Settings > update > recovery > reset this pc
