Family safety with local account?

It seems impossible to use a local account with family-safety. Now it seems you have to register a MS-account (or any other mailprovider) in your kids name. Is this really the case or can I still use a local account like I have used with W7/W8?
Also, is there any difference in registering a family safety account with MS-account or any other mail provider (for instance gmail)?
 
Does anybody at Microsoft have children? It find that I am expected to arrange a temporary email account for my children (there is no way they are having actual email accounts) and then I discover I am expected to supply their phone numbers.
My kids are below 10 years old and so do not have phones or email accounts. I could grudgingly accept these hurdles for other adults, but this is Microsoft's specific solution to setting a safe child account. So I guess Microsoft employees do not have children and/or lack the imagination of what a safe child account should look like.
I am very disappointed, because my overall impression of Windows 10 is it is a lovely operating system and I have so far been really happy to move on from the equally excellent Windows 7. This is a bit of deal breaker however. Not happy.
