Why can't I update or install apps on my Nokia Lumia 365?

It keeps telling me that I need to create My Family and I already have a Family created. It still will not let me do anything.

Never heard that model before.

In any case it means that you're bellow 13 years old and you need your parents/guardian permission to access some services
