how to do hard reset if my cell was stucked at booting?

I recently tried to update my windows 720from 8.1 to 10. Then it got stucked at booting i got a gear symbol and it started rebooting continously. I tried to hard reset but my volume down isn't working. What can i do?

Unfortunately there is no way to get out of the boot loop than using the Windows Phone Recovery Tool on a PC.
