Why can't I install the Windows phone recovery tool 0x80070652?

I can install windows phone recovery tool 0x80070652

when i try to install the recovery tool it freezes at checking free disk space and then says "another installation is already in progress complete that installation before proceeding with this install". i dont have any installation in progress why does this happen? and how do i fix it
