why my phone is showing blue screen with sad face?

actually i inserted a new sim it has shown me no service so i switched off and removed and reinserted the sim and switched on again it shows the same no service again then i again done the same process at the 3rd time it struck and shown the blue screen with sad face it is still the same i cant even fix it? what to do?
