Why can't I open my virus protection since upgrading to Windows 10 from Windows 7?

why can't i open my virus protection since upgrading to windows 10 from windows 7

My windows defender is turned off and I can't turn it on and kaspersky virus protection won't turn on. under safety says i need to reboot cause items won't work in safe mode but the machine is in selective mode and will not change to normal mode.
