I have installed the windows 10 update now can't get past a flashing blue homescreen

I installed and some of it failed so I clicked the option to retry which it did after a long time and all looked good to go but then I go to log in and can't do anything as it's just a flashing blue window picture with icons down left hand side but I can't do anything Please help I'm trying to set this up for our daughters Birthday

2) How did you update the device?
