Outlook won't accept Microsoft account info

So my wife dropped her 950 face down and the screen shattered to bits, and it won't even turn on. So as a backup, I went out and got a 640 from Best Buy for $29.99. In setting it up I might have made the mistake of trying to restore her 950 backup, before remembering that the 640 was still on 8.1. So I downloaded the insider app and got 10 on there, but now somehow her outlook and contacts are gone, and every time I try and open the outlook app, it prompts to be setup. I am guessing I will have to "do over", but I'm wondering whats the best way to go about it. Reset the phone (which I am assuming will take it back to 8.1), start again, but do not restore, update to win 10, and then is it possible to restore?

You will have fewer problems and everything will work if you stay with 8.1 on the 640, you don't want the headache of insider 10

Resetting will reload 10. Use the Windows Device Recovery Tool to go back to 8.1

Do not use restore, all the settings are different.
For future. The only time restore is available if following a reset or use of the recovery tool.
