Side by side configuration issue since Windows 10 Update on 09 Aug 2016

[Windows Central Question]

I can't install or uninstall any software.
Most of the installed software are not working.
The default windows apps are working and few of the installed games are working (Witcher 3 - don't know how) .

Tried to reinstall Visual C++ Redistro but not working as none of exe files are opening with side by side config issue.

can you perform a sfc scan?
And check that there aren't any pending OS updates and app updates

I tried both sfc and dism as suggested by some sites but they doesn't work.
sfc give me error "Windows Resource Protection could not start the repair service."
DISM has some permission issues while repqiring.

can you reset your pc from settings? Make sure to do a backup before resetting

I tried to refresh. But after the update windows is not shutting down properly so the drives are locked thus I can't refresh or reset the Windows.

Only option seems to be reinstalling Windows 8 from backup Disk and upgrading again back to Windows 10.

you could also try installing windows 10 afresh using the iso file or using USB drive How to do a clean installation of Windows 10 | Windows Central
