I cant hard reset

Im locked out of my phone, and Ive tried to do all the steps for a hard reset and it doesnt work.

Tried - Volume down and power the phone keeps cycleing through the boot up with an (!) on the screen
Tried - Volume down, Volume up, power off, no change

have you tried using windows device recovery tool on a pc to reinstall the original OS?
