How do I send or recieve mms pictures?

I have a Family Mobile Plan and I am using a verizon phone. It's a Samsung Galaxy Note 3, I got it from a friend but everything works I have 4G LTE speed it says. The problem is I can't send or recieve pictures. When I recieve a picture, it says message expires October 26 and the time. And it also say download, I click it and it doesn't download. It takes forever. When I send a picture it says it's pending but it never sends. I have tried changing and alternating my APN settings but it is not working. I have used 5 other messaging apps and it is still doing the same thing. The same with group messages, I can't participate in those. Is it because the person I'm sending it to is an IPhone user. Or something else. Please Help!

Have you tried sending it to yourself? Or to other types of handset?

Which version of Windows operating system are you running?

I'm pretty sure Family Mobile is for GSM phones. If I understand correctly, you say you are using a Samsung Galaxy Verizon phone. Verizon mms is usually locked down. I think you're out of luck if what I've read is true

You may want to post over at Android Central if you're using a Samsung Note. They may be more familiar with the issue
