how can I get my windows phone to use international dialling code when abroad but not when home?

To phone a UK number from Europe I need +44 in front of the phone number. At home in the UK, the +44 must not be used. Some phones automatically add or omit the +44. As far as I can tell, my Windows phone needs me to manually edit the numbers. Surely that can not be correct! Is there a setting to fix this?
