Where is Task Bar Properties in Win 10 v1607 ?

I want to set up a QuickLaunch inWin10 v1607. That used to be done from Context Menu of Task Bar; New Toolbar. What are my options in v1607 ?
I could not find a reply option at the end, so am using EDIT to rephrase my question. Research and testing has shown that the problem is NOT in v1607, but some peculiarity of the PC in which it is installed.

I ALWAYS start at Google. I broke away from Yahoo the day Google was born and that was loooooong ago.

Nah, I ALWAYS start with Google. IF MS, WC, or HTG are high on the list then I'll go there - BUT GOOGLE FIRST for me.

The method in that URL is the way I did it before v1607. Now the TaskBar context menu lacks 'Toolbars; New Toolbar' and that is why I asked the question.
