my network is not stable

My Lumia 540 always says you are offline anytime am surfing the internet the only thing I can do smoothly is to use whatsap apart from that all other apps don't seems to work accurately small Time it pops up you are offline so I have to switch the data on and off before I can do something... Please help me what should I do......
