Handshake error

I am trying to get pdanet+ to work between a ZTE Z815 running Android 6.0.1 and a Dell Inspiron with Windows 8.1. The phone has Internet while the pc does not. I have both "sides" but for some reason it doesn't work. There was a message about no handshake, error 5000.

As the error is specific to the android application, pdanet+ you would better of finding help in Android central . As there will be users who have come across a similiar issue as connectivity issues a pretty common issue for internet sharing applications.
