Surface 3 cellular and wifi issue

I've had my surface 3 for well over a year now and had very little issues. Now it will not connect to mobile broadband. It will connect to wifi, but still shows "not connected - connections are available" even though I can use my web browser fine. However, it will not perform any windows updates now because it says it could not connect to the server. It will not let me enable cellular most times and on the rare occasions it does enable, it still does not work. I've reinstalled my SIM card and also deleted and reistalled the mobile broadband modem. Any ideas?

On top of this, it won't let me do a reset wether I delete all files or not. It stops at 16% every time and says the reset could not be completed.
